It has to pass an inpsection too and you probably need insurance to drive it too right?

No, once it's inspected, given a VIN plate and insured, all you need is your normal drivers license to drive it.

You have the right idea. No special license to drive it but, the car must meet the standards to be registered for road use. A friend of mine bought a car on Okinawa when we were in the military. Had it shipped home and found it was chain drive. Not allowed in the U.S..
