I saw a new credit agncy called PRBC but I would like these positived accounts to be on the major reporting agencies that creditors actualy use to do credit checks.

No, utility companies do not report to the credit bureaus. The only way utility payments may be reported is if you default and your arrears are sent to collection. Collection agencies may or may not report to the credit bureaus. In other words if you pay on time, it will not be reported. If you owe and nonpayments are sent to collection, it might count against you.

Check with a lender. Some of the bureaus recognize that some borrowers have limited credit, so showing bills like rent, utility and cell phone bills that are paid in a timely fashion can be a great help.

We tried this with some former servicemen who were used to paying for everything in cash, so they had only one credit score.

More and more utility companies are reporting to the credit bureaus, but unless they do, then in most cases they will not had this type of account. I have attached the Fair Credit Reporting Act which outlines your rights as a consumer. Hope it helps!

You can't report anything for your credit file. The people who extend you the credit do that. If your landlord does not report or is not willing to report, it won't show up. Same goes for the utility.

You can report your RENT paid monthly to Experian, using williampaid.com. Go to their website and build your credit!

No they don't consider them credit, Credit is where you buy things for a period of time and make payments, cars, houses, have loan payments. Utilites are not credit because you don't have interest or you don't keep them for long periods of time, moving around.
