Just wait 8 months! Healthy hair grows 1/2 inch per month.
And as for the haircuts, hair is DEAD cells. Cutting it won't stimulate growth, hair grows from the scalp, not the ends. Get a 1/4 inch trim every 4 months, but that should be your minimum if you really want to grow your hair long.
You could try pre-natal vitamins, but the jury is still out on those. They mostly likely only minimally stimulate hair growth.
The most important tip for growing hair long is to stop focusing on it! A watched pot never boils! Do fun things with your shorter hair, because it won't be like that for long...

moisturize once a week with coconut oil
leave it on for an hour at least, wrapped in a plastic bag and a towel
rinse in warm but not hot water
it will encourage your hair to grow at optimum velocity

how about some clip-on extentions. you can take them out or put them on whenever you want. and they look natural. and they dont do damage to your hair like regular extentions do.
otherwise, just be patient. eat lots of protein, etc.
plus,when i was researching about hair, i found out that hair grows faster in the cold.

just be patient. i hated having short hair... and the other day i straitened it and it got super long. i just let it grow w/o cutting it that much. make sure you got dead ends off and stuff too. use the right type of shampoo too. it really helps
