One meaning of the word "inspire" is "to breathe". Various translations of 2 Timothy 3:16, the verse from which your phase is taken, have used one word or the other:

King James Version: "All scripture is given by inspiration of God .."
New International Version: "All Scripture is God-breathed..."
Revised Standard Bible: "All Scripture is inspired by God..."

One Bible commentator, Matthew Henry, said of this verse "The prophets and apostles did not speak from themselves, but delivered what they received of God." This would make sense with use of either "inspired" or "breathed" as the means by which God delivered to them what He wished to be written.

Hope this helps. I missed your original question.

Actually, there are a few instances in the Bible where a human saw God. I'll just go and look them up...

Ex. 33: 11 - http://scriptures.lds.org/en/ex/33/11#11
11 And the LORD spake unto Moses face to face, as a man speaketh unto his friend....

Acts 7: 55 - http://scriptures.lds.org/en/acts/7/55#55
55 But [Stephen], being full of the Holy Ghost, looked up stedfastly into heaven, and saw the glory of God, and Jesus standing on the right hand of God...

Matt. 5: 8 - http://scriptures.lds.org/en/matt/5/8#8
8 Blessed are the pure in heart: for they shall see God.

Here is a list of scriptures that refers to people seeing God:

I think Acts 7:55 and Matt. 5:8 hold the key to how a person can see God... only those who are "pure in heart" ie "filled with the Holy Ghost" can see God and live, because God's glory (light) is so great that otherwise it would consume a person who was in their natural state. So in other words, only very spiritual people have seen God.

There are various ways that the Lord leads his prophets... but I have a feeling that they always feel the presence of the Comforter when they receive a revelation from God. (see John 16: 13 - http://scriptures.lds.org/en/john/16/13#13 )

Here are some other scriptures explaining divine revelation:

scripture explains it like this...

"All scripture is given by inspiration of God, and is profitable for doctrine, for reproof, for correction, for instruction in righteousness:"
(2 Tim.3:16)

my husband has the gift of knowledge (among a few others) & he says God speaks to Him usually word for word. sometimes the full idea is given to him by God, & he puts it into his own words. strange as this sounds.... it is true & it's all biblical.
spiritual gifts are explained in 1 cor. 12 & 14.

scrilpture was written the same way.
it was all written by God ... he merely changed secretaries time & time again.

Heavenly Father has a physical body of flesh and bone. It is a glorified body. It is the same as when Jesus arose and could eat and drink and be touched.
