if i get a activation key from the phone (call microsoft) will i be charged for a new activation key?

You should not be.. I have done this a couple of times when installing new motherboards and they have just verified my windows purchase and I have been given a new key.

If it is a new activation key, last I heard they were charging about $10.
When you call, ask if there is a fee before you order.
