Well you won't need a new passport if you are just going on vacation, however if you are being stationed overseas SOME countries require you to have a passport in which case the military issues you one that is for offical use only.

Chances are that if you are in a deployable status, you will need an Official Passport. It has a brown cover and is only to be used when on official business with the Govt. Not every country in the world recognizes the US Military ID.

yes, My brother is in the military and is deployed overseas he recently had to renew his passport because if you are going to go sightseeing on your downtime you might be advised to wear civilian clothes and if you get stopped by a foreign police you need that passport.

No. GI's generally use their Military ID as passport. However, you can get an official one if your job entitles you to it.

Troops aren't required to have passports. Your old one willl be just fine, unless you let it expire.
