You cannot fit seat-belts on a quad. You cannot buy seat-belts for a quad - whoever told you that you can, is stupid.
When a quad turns over, it is safer to be thrown clear - if you were held in the seat with a seat-belt, you will be crushed. Hence, you cannot buy seatbelts for a quad.
The only rules for pillions on motorcycles and quads in the U.K. are:
1) They must wear a secure, approved crash helmet.
2) Their feet must be able to safely reach the footpegs.
3) If they are under 17 years of age, a parent or guardian must give their consent for the child to ride as a passenger.

you are not required to wear seats belts or crash helmets when driving a quad on the english roads. and it is not a legal
requirement to have permission to carry a passenger under the age of 17 I do wish people who answer the questions here would not get it so wrong every time "you know who you are"

Be careful. Please, with answers on Yahoo. By definition, they will be limited to the state of the answerer, and their own experience.
Assuming you are referring to an ATV (quad), I am aware of NO STATES that allow driving on the road (except where clearly marked).
Some states (e.g., Wisconsin) require even passengers under age 14 to have passed a safety course.
I would note that, in that safety course, having passengers on ANY ATV is a dangerous practice -- even those with two seats. The driver knows where he is going, and sees the turns ahead, leaning into the turn (etc) in advance. The passenger does not have that opportunity.
Generally, you should check with your local Department of Natural Resources for rules on ATV use.
NOTE, however, that governments rarely regulate ATVs on private trails and private property.

There are no seatbelts for quads or motorcycles!!! they will just hold you to the seat when it rolls on you.
What state allows Quads on the street anyway? Iknow the British have "Quadricycles" but not the USA.

There are two types of quad.
There are those registered as agricultural machinery, and there are those that are registered as something between a car and a motorbike (along with motor trikes etc.)
The first type can carry whatever you like, so long as you keep it slow and sensible.
The second type (depending on the type of seat) can require seatbelts, but I'm not aware of it requiring helmets.

Arizona allows to street license your atv, as a matter of fact anything with wheels can be licensed, golf carts are limited to roads 35mph , all that needed is mirror, lite above licence plate, and a horn, rider must wear eye protection, dot tires are not required, one more thing needed is proof of insurance, you can ride anywhere exect limited access roads (freeways)
