Buy a package of mac and cheese (50 cents or less), a can of tuna (around a $1.00), and a small can of peas if you have enough money left. (A small can is about 50 cents or so.)
Prepare the noodles (yes, you can use water in place of the milk), then add the tuna and peas. It's filling, cheap, and easy to make.
Or if you want fast and fairly healthy, scrape up another 25 cents and go to McDonald's. Buy a side salad and a small order of chicken nuggets. Cut up the chicken and have a mini chicken salad.

You would get a tin of Baked Beans and a hamburger bun for $2.
Toast the bun under the grill, nuke the BB's for about 3 minutes, and if you have an egg fry that.
Butter the buns and put on a plate, pour over the BB's and top with the egg.

I would try and get some protein and carbs in you. Get some
Ramen Noodles, and a can of Tuna, that should leave you with almost another buck to add veggies or something you like to drink!

I do this with a $1.08 (depending upon the tax where you live).
I get a yogurt parfait at McDonald's and an ice water. That's delicious and filling - blueberries and strawberries layers with yogurt and a granola topping!
Or for $1.50 you can get a grilled chicken wrap - those are delicious, too.
both are fairly nutritious!

You can get a cup of noodles for around a dollar, and a piece of fruit. You might have enough left over for a soda.
