I met a guy once, he was convinced he was fully realised.
He kept reading poetry to me and grabbing his Balls and telling me he had 'Tantric Power'. He wanted me to join his followers.

I'm pretty sure he wasn't fully realised.

So what would a fully realised being be like?
How could you tell?
Would there be signs?
Would they talk about it?
What do you think?

Ah coyote, that would be the answer, but I thought I'd cheat a bit and try YA's.

A fully realised being would be a buddha, I guess.
Never met one.
I do know a few fairly realised beings, Zen masters and the like.
They look like you and me, tend to talk about stuff like gardening - quite slowly and with care. Laugh a lot.
Nothing special!

Meet a self-declared fully realised being - RUN!!!

I'm not entirely sure what you mean by "fully realized"...that implies there's nothing left to do. With the most enlightened people I've known and read about, there was always more to do. I think the clearest sign is compassion--that they truly care about other people, even strangers. The words they say would not confuse you or make them seem brilliant. Rather, they would speak simply and plainly, and you would feel wiser for having talked to them.

And they wouldn't be hung up on the idea of being fully realized.

Anybody who says they're realized, aren't, tantric or otherwise.

Depending on the path, each has their own way of being able to tell.

I think he'd be just the same way he was before he became realised, but a little quieter.

If someone thinks they're 'fully realized'--it fully means that they have a LONG way to go!!!

You will know them by their fruits.

In other words, when they can give you the gift of rapid personal growth... then you have the teacher you are looking for.

A very fun read on this.... it's a free read
