Depends! What kind of bird is it? Does it have a visible bald spot? Or is it just dropping feathers that's worrying you?
If it's molting, there will be no visible bald spot. Molting is normal and nothing to worry about. However, if there is a bald spot, there's a chance the bird plucked its own feathers out. If this is the case, it will probably keep plucking its feathers: pluck a bigger area and/or repluck the feathers growing in a certain area. If he plucks the same place long enough, they don't grow back. There are ways to deal with plucking, especially if you've noticed it early! If you do suspect plucking, the first step is to take him to a good bird vet who can help you from there. =)

If the bird in molting yes. When a bird molts it is like a dog shedding. It is normal. Another reason the bird could be losing feathers is if it is sick. If you are concerned take it to the vets office and have it checked out. A bird should molt twice a year.

My bird is going through a molt right now. Don't worry, they are not going to go bald. And yes, the feathers grow back.

Yes, generally. When you clip a bird's wings to keep it from flying away you are only clipping the feathers. You have to do it again periodically because they grow back.
