You can easily get married. Just remember that he still has to go back when his visa expires.

You have to petition him just like everyone else here. Either you marry him here, and he gets petitioned to come to America on a spousal visa, or you don't marry him and he gets petitioned to come here on a fiance visa.

Marrying an American doesn't make him an American. He still goes through the entire process like everyone else.

Immigration is separate from marriage. For that, go to uscis.gov, but he may have to go back and wait for the green card depending on how long he has left in the US.

Go down to the offices of whatever county you all live in and get a license to wed.

You'll need a marriage certificate to get his citizenship.
