Do you have to have Office 2007 to have Photoshop CS3?

No both are completely different.
Microsoft Office 2007 is for creating documents, spreadsheets, presentations etc.
Adobe Photoshop CS3 is use for photo editing.

Office is made by Microsoft and Photoshop is made by Adobe so no, you don't need office.
