Is a sheriff the law?
The Pope represents God's opinion here on earth. He is not divine, although the method of choosing the pope does lend itself to divine influence. The only divine link would be that when he speaks 'ex cathedra', God has promised that what he says will indeed be protected truth.

A divine link is more like. Catholics believe that when the Pope makes official proclamations on theology that he is inspired by God. If that's so then God must change his mind a lot because Catholic theology has always been a moving target.

The Catholic Church believes the Lord made Simon alone, whom he named Peter, the "rock" of his Church. He gave him the keys of his Church and instituted him shepherd of the whole flock.
The Pope is the senior pastor of 1.1 billion Catholics, the direct successor of Simon Peter.
The Pope’s main roles include teaching, sanctifying, and governing.
