As far as the car itself, you paid the tow fee, the car is back free and clear. Depending on the actual charges against her, your cousin will lose the ability to get a license for a while. All countries have different rules. In UK if the car is impounded, simply go to the pond, or any P/S they will tell you where the car is held. Simply show your I/D pay the fines and a proof that you own the car, it could be insurance certificate, any receipt with car regn. number etc. collect the car and drive off. They have got nothing to do with illegality of over staying, etc., it is a different department. They are only concerned that money comes in and the car is released to its owner.

It depends which country "here" is.
In Britain the car gets scrapped, after being impounded because driver violated any number of rules, such as no proof of insurance.
In some cities they don't care if you are in the country illegally, they only care if you are on the highways safely which means, legal ownership of car, lebal license plates, legal driver's license, proof of auto insurance, and able to pay the fines for the earlier trouble you got into.

Depends on whose name the car is in. If it is in your name (doubtful) they will keep it. If someone else owns it, they MAY be able to pay the fees and obtain the car. They would also be ticketed for allowing an unlicensed/uninsured person to drive the car.
