I am an Indian student living in India. I use Airtel Broadband Connection.
I know what I want from the internet so I chose this service provider for the following features.
1) It has a speed of 256kbps which is acceptable in India and for my usage it is more than enough.
2) I pay Rs.500 (approximately 13 USD) per month for the connection.
3) I have a download limit of 300 mb from 8am to 9pm and unlimited download from 9pm to 8am. They charge extra 1.20 rupees for every 1 mb exceeding the download limit. I have trained myself to use internet after 9pm and before 8am. So I dont get extra bill for extra downloads.
4) They provide me with a telephone and allow me to make calls worth Rs.150 (approximately 3.5USD).
No other service provider has a plan like this and the bills are affordable. Their customer service is better and respond to any queries quickly.

my favorite is cox (cox.net) for $40 a month. They are giving me a 12 mbp (i think that's the right acronymn) connection with large email accounts.

Personally, I use roadrunner and it seems to do me well. I pay around $50 a month.
