Of course - according to the bible, they were all evil. Including the babies that god drowned.

First off, there is no 'hell' as in a place of eternal suffering, etc, etc.

Eccl. 9:5, 10: “The living are conscious that they will die; but as for the dead, they are conscious of nothing at all . . . All that your hand finds to do, do with your very power, for there is no work nor devising nor knowledge nor wisdom in Sheol,* the place to which you are going.” (If they are conscious of nothing, they obviously feel no pain.) (*“Sheol,” AS, RS, NE, JB; “the grave,” KJ, Kx; “hell,” Dy; “the world of the dead,” TEV.)

Hell properly translated means only the common grave of mankind.

The people who died in the deluge are certainly cut off from the resurrection that is to come. They were first warned about the consequences of their actions, by Noah. They were then given the chance to turn away from badness. When they did not they suffered the consequences. They have been judged.

Anytime Jehovah acts, He gives a warning, he allows time for people to hear the warning and act upon it. The response is up to them. The consequences are then upon their own heads. Much like today. We know the end of this system is coming, the warning is going out. People are choosing. Soon the day will come and it will be as with the Deluge, many will be cut off...but many more then the eight on the ark will remain.

Well we don't know if every single one went to Hell but if God found only Noah and his family as righteous, then you can assume that true. Noah had 100 years to preach, still no takers. Ultimately God is the judge and all men will go before the judgment seat (2 Cor 5:10) whether good or bad. Another reference is in Rev 21. It is clear that all will be judged according to their works and not everyone will have eternal life in the presence of God. The only other option is the Lake of Fire. Yes, God is love but also righteous, and wrath is also attributed to him and shown to those who choose Satan. It's not this body that's important to God but the Spirit. We tend to forget that - which is what I'm assuming your question is trying to point out. Innocent people destroyed? I don't know and it does not matter because seemingly innocent and truly innocent are only discernible to God.

If they were worthy of a resurrection God would not have killed them but put them on the ark.
Hell is the grave and yes they did what God told Adam would happen to him. "for dust you are and to dust you will return"
They simply ceased to exist.

The bible doesnt say. Maybe it is one of those questions that we should not dwell on. Lets worry about our own salvation.
