First of all windows 98 is an operating system...not a program. Second no, nothings free, and at least use 2000 cmon, 98 is obsolete even in big businesses nowadays, but if you roll 98 just buy it, its not going to be expensive.

No Windows operating systems are free, not even Windows 3.0 from the early 90's.

Only unless someone is giving away their copy. Microsoft does not sell or support it anymore.

No, but it's no longer supported by microsoft so you can't get security updates for it anymore.
