Apply at the DMV for a lost title. (if car is paid off) If not paid off, request a copy from whoever holds the loan. You will probably need to pay for either.

The DMV should be able to get you a copy, they will charge you of course. And only if the car does not have a loan on it..in that case the loan company has the title, and may or may not give you a copy.

If you have your car title, then you can go to any photo copy shop.

If you do not have your car title, then go to the Department of Motor Vehicles. They issued it, they have permanent copy on file. You will need to prove who you are.

Most cities have a titlr dept. they should be able to help you ,not sure of fee though been a while since I have done this
