Don't put paper in the crate.. It will encourage him to go in the crate.. That is the idea of crate training.. NOT to go where they live..
You YELLED it yourself.. You aren't letting him out in time.. Take him out more often and praise him when he goes.

I would take the paper out - you don't know till you try do you? Make sure his blalnket then covers the whole of the floor. At 15 weeks he should be able to last all night, but some puppies are more advanced than others.
He'll probably still have the odd accident, but he'll get there pretty soon.

You don't want him to be eliminating in the crate. If he needs to go out at night, you need to take him out at night. It doesn't last forever.
Letting him eliminate in the crate defeats the purpose of the crate. The idea behind crate training is that dogs won't eliminate where they sleep. When you put your pup in the crate you are putting him his "den" and since he won't want to mess in there he'll let you know he has to go. But remember they can't "hold" it forever.
He needs to be in the crate anytime you can't watch him like a hawk until he's trained. Get rid of the newspaper in the house as well. This is going to be confusing and counterproductive for your pup. It will slow down housetraining. By letting him use paper in the house you are telling him its ok to eliminate inside. You don't want that either, it will lead to housesoiling issues later. Teach him to outside only from day one.

Well i kept the paper in my lab crosses crate untill he was 5 months old, despite him being fully housetrained at 13weeks.
It's always best to leave it down untill around this age ( if your still using the crate ) as pups can and do still have accidents. Make sure you have a set routine of bedtime/waking up so your pup doesn't spend to long holding himself.

i heard that dogs should consider there crate as a home and wen they use it as a toilet it makes them less like to want to sleep so take the paper out nd fill it only with blankets take ur dog outside before he or she goes to be and make sure as soon as it gets up to take it outside again and 15 mins after eating

As with young children we have to get them and puppies out in time. He has learnt to be house trained but even my adult dogs would have an accident if I stayed out and didn't get them out on time (they would probably last till 5 hrs past their normal time but you can't expect them to hold it forever)
I would take the paper out of his crate though.

you should always put your puppy outside last thing at night before you go to bed then it will get used to the idea that it is time for bed and as it gets older it will get used to waiting while morning for the toilet but you need to allow for accidents
