I have a pretty good discerning of right and wrong but. I know whats wrong and whats right. But when I sin I don't feel guilty. Even thoe when I hurt someones feelings I keep thinking to myself God would want me to apologize. I always apologize because I knw God would want me to but I don't feel guilty. Is that wrong. Because the bible points out that there some chrisrians who don't feel remorse and will be judged (i think). I want to do the right thing but I just don't really feel guilt. I just have the nkowledge that what I did was wrong.

I have had those feeling at times too. You must feel the spirit of God tugging at your heart to have even asked this question.
Take it to the Lord God in prayer so that he may soften your hardened heart to do his will. After that, I often feel a rush of joy when I apologize for even the tiniest hurt feeling I have caused.

2 possibilties here.1)Chances are you might not even be born again.When you do something wrong,you should immediately ask God to forgive you.That is His gift to His children(forgiveness).2)It is your personal relationship with God.If,you really feel that it's not bothering you than you need to pray to God and ask him,if what you are doing is right.
