Have you spoken with her parents about this ? in my expieirience children who misbehave in public do so at home as well . If you feel as though what she does warrants a spanking then do so . She is old enough to know boundaries and obviously her parents are not teaching her boundaries . and if her parents get upset about it well so be it ,but let them know in no uncertain terms that if she cannot behave with grandma she can no longer go shopping with grandma . good luck .

First I would try just picking her up and leaving. If she realizes that she isn't going to get to go and do fun things if she doesn't mind her manners she will probably stop. I know this can be a huge inconvienence but it works most of the time. Having said that I have also hauled my kids out to the van and had a good talking to there and occasionally a spanking. If she is just throwing fits you can try to just ignore it too. I recently had to spank my son in the store but that was my last resort. He is 4 and had pretty much figured out that if we were in public I would leave and he could get away with it in the store. I am going to get so many thumbs down! So determine what you think would be the best option for you, she is only three so I would try some other methods first before spanking. That is always a last resort in my book anyway.

I don't spank my kids in public. At home is a different story. But now a days you swat your kid in a department store and people will report you to either the police or child services.

When my children, ages 7,4, and 1, act up in public, I ask them if they need to go to the bathroom with me. The bathroom is a good place to take your kids to get them away from the public's eye while still doing your job. Once there, you can talk to them, give them a time out in the corner, whatever you feel is right. I'd also talk to her parents about it if I were you. Sometimes that's all it takes to calm them down.

Do YOUR shopping while she is with her parents.

Take her to department stores [as a learning experience] when you have the time to help her explore the store -- or wait until she is old enough for that.

My husband usually takes them to the car or the bathroom. Once he gets them to the car he doesn't have to spank cause they are usually upset that me and there sibling are still in the store and he can't be in there w/ us.

No. You don't spank her at all. It's a phase toddlers go through as you should remember. Talk to her about expected behavior before you go anywhere. Limit the time of the trip, make it brief to improve chances of success. If you notice her getting restless, leave.

No, I don't think you should spank her at all.
However, you should be very specific about her behaviour in public, when she starts acting up leave or give her a time out. Give her consequences to her actions, but don't spank her, that's just teaching her it's okay to hit.

Not advisable now days, You'd get reported for child abuse now days. Just leave the store is the best thing, then spank her when you get home.

Quit taking her and make sure she understands why. Then when you do take her if she acts up, leave, spank her butt or take her to a restroom and spank her butt. I wouldn't do it in public your likely to get one of those screaming tantrums 3yr olds are known for. Also spanking children offends some people so no I wouldn't do it in public.
