God the Sole Cause and Answerer of Prayers has related to the Holy Messenger Muhammad pbuh the times where prayers are especially heard. Muslim scholars especially the elites among saints has identified among others the following times.

1. Past midnight till before the fajr prayer, typically about 2-4am. I know Catholics and non-Muslims who would do their rosary/supplication around this time.

2. During a heavy rain, as angels accompany each drops of rain and return to the heavens thereafter, bringing the prayers of those who ask from God.

3. About an hour before sunset.

4. A prayer that is preceeded with thanks and praise to Allah, and invoking Allah to bless Muhammad, his family and companions, and all the other prophets in general. One may plead with Allah with Muhammad or other holy people as our intercessors, like the Virgin Mary for example. We call it using them as wasilah, or means to Allah.

5. When a person is in dire circumstances. Its been related that a man will always try to solve a problem by himself, if he can't will ask people around him, and finally if they too can't, only ten will he ask God!!

6. Certain holy days and months are also auspicious, like on Friday when the Imam takes a break and sits between the two sermons, or in the fasting month of Ramadan where the doors of forgiveness and blessings are opened widely, especially on the last 10 days of the month.

7. Certain places are also blessed such that prayers are answered when done there. Like in the Holy Mosques Medda and Medina, and also prayers to God said at tombs of prophets and saints by the blessings of the holy personality buried there.

In Islam, we say that all prayers are answered-- they are either answered in this world (either at a time we like it to happen or some other time), or answered in the next world, where the witholding of our request in this world is substituted with something else God finds more worthy for us.

And God knows Best.

Just wanted to note, in response to an earlier answer, that Muslims do not pray to anyone except Allah. (Not, for example, to human beings, living or dead, no matter who they are or were.)

In the Fatihah, the Qur'an chapter recited by practicing Muslims a minimum of seventeen times a day, we say, of Allah, "Thee alone do we worship, and unto thee alone do we cry for help."
