The only way to tell is by having them BOTH vet checked. The reason could be either dog. If they both have been vet checked and nothing is medically wrong, then there is no "blame". It just didn't take.

You cannot put blame on either. a false pregnancy is a false pregnancy.
not every heat will necessarily result in a litter.
but, because of 2 in a row, check your female out first.
she may be incapable of a viable litter.
is the stud a proven sire? has he impregnated other dogs?
is there such a thing as "no fireworks" in doggy hook up?
who knows.
but have her checked out, and see if perhaps there is a medical condition.
I own a rottie myself. but a male.
there may be a reason your female cannot produce, and it could be hormonal, infertility, or the way her uterus/ovaries are seated. I have owned and bred other dogs, and these are the things I have come across.

Just because she comes into season, doesn't mean she could actually produce a litter..
If you have bred twice to the same male, and had no litter.. It might be him.. Sometimes a female will have a false pregnancy just cause they have actually been bred... Even tho they didn't get pregnant, their body assumes that they are.
She might be getting pregnant and re-absorbing the litter..
Females that keep going thru false pregnancies have a higher risk of developing Pyometra..
You should spay her or investigate further the reasons she isn't getting pregnant.

Could be all yo have mentioned. It could be she just isn't releasing any eggs to be fertilized.
You need to speak to your vet have them run some tests to make sure she can even be bred.
I've know some breeder who have had the same problem and they found out that the male they were using was incompatible with the females eggs and that her hormonal fluids were killing the sperm. Breeding isn't easy and if there was this type of problem I'd consult with a specialist in reproductive animal sciences to see what's going on.

The female, although it's a health thing not a blame thing.
Rotties sometimes have to be artificially inseminated.
Sometimes even that doesn't work.
How old is dog? should be older than 2 years and younger than 6.

Spay the dog. Two false pregnancies can indicate problems.
It is in no way the fault of the stud. He can be sterile, and therefore would not make her concieve, but that does not make a false pregnancy.

Your female probably has a virus like herpes or cpv. That is the most common cause of infertility. Large dogs like this shouldn't be bred anyway because of the danger of BSL. I would get her spayed especially if she doesn't conceive. You don't want to risk a pyometra.

there could be many different reasons that your ***** did not take
could be you missed it
he isn't productive
she has a medical condition
your vet is the main place to have her checked.
