I would suggest you do the following in Safe Mode. To get into Safe Mode:

1. To get into the Windows 2000 / XP Safe mode, as the computer is booting press and hold your "F8 Key" which should bring up the "Windows Advanced Options Menu" as shown below. Use your arrow keys to move to "Safe Mode" and press your Enter key.
2. Note: With some computers if you press and hold a key as the computer is booting you will get a stuck key message. If this occurs, instead of pressing and holding the "F8 key", tap the "F8 key" continuously until you get the startup menu.
3. Trouble Getting into Windows 2000 or Windows XP Safe mode - If after several attempts you are unable to get into Windows 2000 or Windows XP safe mode as the computer is booting into Windows, turn off your computer. When the computer is turned on the next time Windows should notice that the computer did not successfully boot and give you the safe mode screen.

Try to uninstall the program in Safe Mode:
You can try Add/Remove in the Control Panel. If this doesn’t work:

When you exit Safe Mode, your icons may have moved. No biggee - just drag back into place.

If you are successful, I suggest you Restart, and immediately run a full system scan.

Two part answer:

1. Try going to your control panel and using the Add/Remove Programs feature to try uninstalling it.

2. If the software is causing you virus-like problems, and won't uninstall normally:
First note that if someone actually installed it (not installed by a virus), then likely virus scanners won't repair the problem. But otherwise I'd begin with a complete system Virus-Scan. If that doesn't work, then the only way to remove the software is to go in and manually remove it (You'd need a professional tech to help with this because you'd need to access registry as well as remove from Data Libraries).
