I don't know about other places, but in my place (Cebu City, Philippines), mild to heavy rain would always mean traffic in several roads in the city. Although I admit there are some 1-inch floods in some of these roads, I think it's possible for them to slow down than for people to wait for around 5-10 mins. just to have the vehicles move even for a little bit. So, can anybody give me an answer to this question?

because people are morons who can't drive when it rains and they all slow down creating traffic jams

This may be an illusion. Many drivers, particularly older more experienced ones, know that when the roads get wet from rain, there is mixing of rubber "slime" from tires of cars extremely mild wear on the road mixing with the rain water to make the roads slippery from both the water and the mixture ... actually if there is a small amount of wet it is more hazardous than a lot of wet.

This means that we older, nervous drivers who want to live forever, as opposed to the younger drivers who have not yet skidded, had a problem, are convinced they can go any speed and not in danger ... we more experienced drivers SLOW down when the roads are wet, and come almost to a stop when the road is covered with water, because we don't want the water splashing up inside our brakes and other automotive essentials.

This means all the traffic going more slowly, and it can appear to be more there, since you seeing each vehicle for a longer time period.

There may also be some people who have some place to go, could go any time, see the rain, decide to go now, before the rain gets any worse.

People have to slow down for safety reasons. The slower traffic will cause the roads to become crowded, the more crowded the road, the slower the traffic will move. The more it backs up the longer the wait to get through. It is that way around the world.

Everybody starts being a chicken and thinking the rain will somehow hurt them. But in general, you need to drive a little slower in the heavy rain.

All it takes is for 10% of the drivers to get scared and drive slow for it to slow down everyone else.

Because everyone is bored with staying home when it rains. If you are home all you want to do is find a good book and go to sleep.
