The chap is doing you a favour, Imagine how much it will cost you extra for insurance over the next 5 years. It was clearly your fault so you cant blaim anybody.
It is very easy to break a plastic bracket on a rear bumper and a rear bumper for a beemer is not cheap.

Tell him to go through the insurance. As he said that he didn't want to go through the insurance it probably means that he is not insured anyway. This way it stops him making things up and trying to blackmail money from you. Before your insurance company pays up he will need to get three quotes anyway. Ok you may be paying a more expensive insurance premium next year but £1000 more expensive? I dont think so. Good Luck.

I can only answer from a U.S. perspective, so here goes: report this as a claim to YOUR insurance TODAY. They will handle this guy from start to finish and if there actually was $1000 in damages then they will pay it. After it is reported, don't speak to this bozo anymore. Again, the claims adjusters will do all the talking -- AFTER they inspect both vehicles.

Firstly insist on an estimate from a gararge of YOUR choice, and you are entitled to have this in writing. Then quibble about the price if you think it is too much! Stand your ground and stress that you are happy to pay but want an indipendant estimate for -and explain exactly what damage you are prepared to pay for.

Don't mess about go through your Insurance. He is obliged to tell you who his are if he will not your insuraance Company will have the means of finding out. You would find it difficult to prove it was his fault. You are obliged to keep a safe disstance away. You failed. End of story.
