Verses 4-21 (you could make a case for verses 22-24 as well) are the ones that refer to celestial (or eternal) marriage. This is also the "new and an everlasting covenant" that God refers to, and is still reflected in LDS doctrine.
From there, plural marriage is reintroduced in the same revelation. The important thing to note is that there are 2 new things in this revelation:
-Celestial marriage
-Plural marriage

The "new and everlasting covenant" is the covenant and act of eternal marriage, not necessarily plural marriage.
The doctrine will never be fully understood by non-members or even probably some members. Who are we to question God's laws? I don't drink coffee, not because I don't like it, but because it is against the word of wisdom which I believe in following...I don't understand why coffee is bad but I obey the commandment.
I don't understand fully the need for plural marriage, there could be many many reasons why it was practiced or may even be praticed in the eternities. But, I also don't question whether or not the commandment came from the Lord, I know it did.

Christ died to save us from the effects of sin. All those who repent of their sins will be thus saved.
The New and Everlasting Covenant refers to Celestial marriage, not polygamy. You don't need this to be saved, but your progress will be dammed in the hereafter if your marriage comes to an end at death.

No, polygamy USED to be the way to go, but obviously with new views on marriage, they changed. And plus it is illegal. But they still reproduce like rabbits though. Every mormon family i knew of had at least 5 kids.

No one can reject it. Even if one never marries more than one wife, as long as they accept plural marriage as being from God and are willing to do it IF THEY COULD is enough.
