License plates -- how is he driving around without license plates for 3 months? The temps would've expired by now. You should call the DMV and ask if the paperwork has even been filed.
Smog test -- This can't be a new truck, otherwise you would not need to pass smog (new cars are exempt). If you bought the car "as is", you may be out of luck as far as getting it fixed for free.
Rims & Tires -- Did they explain why the rims and tires haven't arrived yet? Are they on back order?
Lawsuit -- You can either hire a lawyer (which may end up costing you more than you'd recoup), or you can file a suit on your own in small claims court for a small fee, though the amount of damages is limited. However, I'd first recommend you escalate the issue further with the dealership manager and/or owner before pursuing legal action.

Take the truck in, have them write up a work order, tell them the keys are in it & you'll be back tomorrow to pick it up ( with the wheels and repairs done ). If they refuse tell them they'll have to take it up with the judge. If it's a new truck, you have 12 month's to sue under the lemon law, plus emissions are covered by warranty for about 100k. If all else fails look up an attorny. The last thing a dealer wants is time in court. Good luck

You can grab the owners manual and call the 1-800 number in the back for customer service. That goes to Detroit and Detroit doesn't want unhappy customers.
If the contract stated that you are to receive the rims, then you'll get them. As for the check engine light, you can take it to any Ford dealer you want and they will fix it under warranty.
I assume you bought a new Expedition?
If you bought it used, and it is out of warranty, then that is another story. Call the BBB and then call your states Atty General and describe your problem.

you,ll have to take it back in to the dealer and demand they fix this ,sometimes being nice with them doesn't work so well,you have to get a little angry,if they see you mean business,they may take care of it a little faster,some dealers are like that ,why ,no-one knows, they want your money but don't want to provide service after the sell and that's bad for business,just keep aggravating them,they,ll eventually take care of it,good luck on it.

Call your state department of motor vehicle and tell them you did not recieve your registration with in 30 days and i know for a fact they will go after the dealer . They are real stict about the 30 calender day transfer law!!!
