They seem to be the best available. But... if you have specific areas in mind you could probably do better.

The site below has free topographic maps of the entire U.S. On the California ones, forest service roads are marked, which are primarily logging roads, complete with the road number. I use them for off-road trips. For a fee they also have aerial photos, which show the road well, but do not have the numbering system on them.
