With the older units you can preempt the signal equipped with a discriminator with a transmitter (mobile infrared trasmitters or MIRTs sold from out of state). However they are being replaced with new emergency vehicle preemption units which are coded like garage door openers to prevent the use of MIRTs. Since there are too many combinations, essentially it's impossible to turn a red light to green.
Moreover, the unauthorized use of these devices (MIRTs) is illegal in California, such use is considered tampering a traffic control device which is prohibited under the California Vehicle Code. Violators face a stiff fine and imprisonment.

There are in fact several ways that this can be done & you have found a clue to one of the ways.
If I told you how, and if you did it, or other people here read how to do it, I would be an accessory to your criminal behavior, or maybe even me contributing to delinquency of a minor, so I am not going to tell you how.
Also, there is a national security issue here ... do we want the terrorists to know how to do this, to like cause the traffic light to turn red before emergency vehilce gets there, and mess up how long it takes them to get to their destination?

I have a way to do it that sounds strange and crazy but it works... try this:
After pulling up to a red light and stopping, concentrate on the light, STARE at it... think Green! and before you know it, GREEN! I'm am NOT even joking. IT WORKS.

you can back up and then pull forward again and the censors they have in the ground under the thick white lines will figure out there are cars waiting and will make the light turn green sooner than normal!
