No. Once someone has been charged with an act of domestic violence, even a misdemeanor, it triggers the Lautenburg Amendment to the Gun Control Act. Not only are they not allowed to own a firearm, they are not allowed to possess any firearm. There is no time period after which they will be able to possess any firearms. The only way around it is how Seven previosly mentioned, a pardon or expungement.

Yes you do, The highest law of the land states. "The peoples right to keep and bear arms shall NOT be infringed." That is very clear.
You just may have a real hard time trying to explain that (to officers who claim they swear an oath to the constitution. go figure.) It says "people" not "citizens who have not committed a crime."
However.. even if the second did not exist.. You have a right to defend yourself with a weapon, it does not matter if government recognizes that right or not.. your rights don't come from government in the first place.

That depends on what state you are in. Usually the answer is YES, because it is more than 10 years old. Just go ask. You can find out where ever it is that you purchase your gun permits in your jurisdiction. (Here, you do it at the courthouse.)
