Well, as only biological beings are capable being true brother and sister, you must be talking about cyborgs or demi-androids rather than purely electromechanical robots. Such beings would be as capable of sin as any purely human creature. Thus, it would depend upon their adopted religion as to whether their intimacy would be considered a sin or not. Some religions do not hold such actions to be a sin, though here in the modern western world we tend to assume that all religions do.
Tell your "robot friend" to choose his or her religion wisely.
