i was wondering that makes the street become north A street? instead of just A street

in most towns its where the main east west and north south street meet in the middle of town

When streets are originally laid out, a meridian point is established, which would be at 0 north, 0 east, 0 south and 0 west. This determines what is N/S/E/W for that city or county, whichever division they use.
