First talk to your immediate supervisor. If there is a reason you can not approach him, then go up to the next person in your chain of command. Legal issues can be addressed to the leagl office on your base. As for medical, if you are asking about benefits, contact the Tricare office in the nearest military medical facility, call them or go online. They can explain everything about your coverage and that for your dependents.

I'm not sure which branch you are in, if you are in the Navy, you should talk to your LPO. If not in the Navy, you should speak with the enlisted person that is in charge of you(assuming you are enlisted.) If they don't know, they should help you find out or direct you to where you need to go to find out.

what handbook? there isn't one. you go through your chain of command, starting with your immediate supervisor.
