hes my best-friends brother and is always nice to me, he winks at me, he is a year younger than me, and got to"will you go out wiit.." , and stopped, cause my friend walked into the room, i see him alot and every time i do, he flirts with me...ALOT. he always makes me laugh and we almost kissed.

You know that he likes you and you like him, too. It's ok that he stopped when someone came into the room, that's personal and not meant for everyone's ears. When you see him again, ask him if he was gonna ask you out before your friend came into the room. If he says yes, tell him to ask you now. This lets him know that you like him too without you saying it.

yeah it sounds like he likes you, but id say thats no go territory, bein your best friends brother, that could cause problems between you and your friend, course if you wanna risk it or think that your friend would be cool with it then go ahead
