Force of habit. They use the Bible to define everything else, why would they stop at atheism?

we first we cant help you if you don't want to be helped. just think about this do you really wanna take the chance of being wrong?? i mean really life in hell because your to proud to admit you don't have control and we quote the bible because the bible has something for everyone in it and btw talking to non-Christians is very very very terrifying because in being human we naturally care what people think no matter how hard we try not to we do so we are worried what you will think but we over come that fear a little by using the bible as a reference to what we are saying. i don't know if this will help you but i can only try

People quote the bible to appear as though they have read it. when in actuality they have only read a few parts, and it sounds good to throw something that might make you go HUMMMMMM. However, more often than not they have mis-used the quote, because they took it out of context and have changed the whole meaning of what ever it said to fit their own purpose. Just ask the guy on tv asking for your money.

Would you be a fool if you said "I believe in traffic laws but I don't believe in cops?"
Atheists acknowledged breaking the Ten Commandments but yet they deny the Lawgiver! That is why the Bible calls them fools!
Are you calling Jesus bias? Jesus was very bias. It's His way or the highway to hell.
Jesus said to him, “I am the way, the truth, and the life. No one comes to the Father except through Me. John 14:6
Nor is there salvation in any other, for there is no other name under heaven given among men by which we must be saved.” Acts 4:12
“Enter by the narrow gate; for wide is the gate and broad is the way that leads to destruction, and there are many who go in by it. Because narrow is the gate and difficult is the way which leads to life, and there are few who find it. Matt. 7:13-14
There is a way that seems right to a man,
But its end is the way of death. Prov. 14:12

When Psalm 14 was written there were no Christians.
We are not to call a brother a fool by the way. Atheist are not my brothers. They may be my neighbor but they are not my brother. Also the reference you are quoting has to do with uncontrolled anger as an explanation of the fact that murder begins in the heart If you are so angry you are spewing vileness against your brother you have already murdered him in your heart. If you don't believe in God I can truthfully say without anger or malice You are a fool.
We only quote bible verses at you to make you crazy. It seems to be working.

The bible has something to say against anything other than what is in the book. I think it's all crap.

because the bible thousands of years ago was familiar with the age-old idea that there is no God ... like its somthing new or somthing .. this is what our "advanced" society is coming to ... an ancient idea ..
