You will need to thoroughly saturate any areas that the urine contacted, using plain white vinegar in a spray bottle. Spray it on heavy, and just leave it to soak in and dry. It will get rid of the odor AND the enzymes that draw cats back to where they (or another cat) previously "marked".

Go to a pet store and get this stuff called Nature's Miracle. It contains an enzyme that neutralizes the cat urine. It also has a slightly citrus smell to cover the remaining urine smell and to repel the cat from peeing there again.

Pour it on liberally over the stain and let it soak in. Leave it on for a while so it can do it's enzyme thing. Then sop up any remaining liquid with a towel. Let it dry for a couple of days. If the smell remains, apply it again.
