Just plain curious as in the game Half-Life, the Freeman guy could uses it against that shark-creature and I am really curious if it could really be done. (fireing a crossbow underwater in real life)

It certainly can!
The spearguns commonly used by divers for sportfishing are little more than glorified crossbows, using elastic bands or pnumatic pressure rather than a bow and bowstring to propel their bolt/spear, in order to make them more compact.

It will travel much farther and with more stopping power in air, but yes, a crossbow could be fired underwater.
