No, most performing arts colleges that have instrumental programs require you to know the instrument before you get there. For that matter, I don't personally know of any university that will let you be an instrumentalist with no prior instrumental experience. Even at my public university, if you wanted to play an instrument in an ensemble or take lessons on an instrument, you pretty much had to have some prior experience on the instrument.
If you want to go to a performing arts school for an instrument, I'd suggest starting now. That's your best bet.

USUALLY - by the time you have decided that you want to persue a college which specializes in the Arts, you should already have your 'Art' in place - dance, instrument, vocal, art, drama.
I teach a Middle School that specializes in the Performing Arts and our kids really know what they want - and from middle school - they audition and move on to the Performing Arts High School.
You're kind of late 'starting' to learn an instrument in college - BUT - I would never, ever leave you thinking that it can't happen - because I know too many people who never played an instrument AT ALL - and God supernaturally anointed them to the performing level of professional....(i.e. Ben Tankard - jazz musician).
At the college level, you would definitely be required to play your instrument as a main requirement for entrance.

Performing Arts is more than just instrumental music.
Performing Arts includes:
* Music
* Theater
* Technical Theater (set design, costuming)
* Opera
* Dance
* etc...
You don't go to a Performing Arts College to learn your art but instead to refine and develop it. That said, it's possible to learn new arts there if you're already in - say an actor that wants to study voice as well.

Most performing arts colleges are hard to get into and are for individuals who already have a hefty knowledge of their instrument and how to play them. Many performing arts colleges also have drama, and voice as majors. I would advise that, that type of college is not where you would enlist to learn to play. Try your community college and see if they have elementary instruction on the instrument you desire. They are usually cheaper and more patient with beginners.
