Yes. If you have a big one that just has to come out, the proper etiquette is to go to where you cannot be seen, and dig it out. You may have to do this more than once to get it all. Also be sure no one sees you wipe it on your clothes, or under the edge of a table. This is the proper etiquette.

It depends on how and where you are doing it., If you are by your self pick away, If you are in a public place and have the urge to pick but can't get to a private place be discrete use a tissue. If you are sitting in a restraunt and you think no one is looking think again, And please everyone has picked his/her nose before so don't say that you don't do it, It is natural

Better than when they are looking.
Oh, I know what! Go sit in the car and do it. People seem to think that no one can see them if they do this in the car.
My small granddaughter got caught with her finger up her nose, at about age 2. She defended herself with, "I NOT picking my nose. I just getting the boogers outta da way."

It is okay as long as no one is looking and you dispose of your boogie properly in a tissue then into a trash receptacle. Be sure to wash your hands before and after so your nose does not become infected and that you don't spread germs.

Etiquette is all about making others feel comfortable, welcome, etc. If no one is around to BE bothered, then etiquette doesn't come into play here at all.

This guy in front of me on the train was picking his nose and I guess he thought nobody could see but I saw the reflection and it was horrible. Please go to the bathroom to do it

Sometimes you get those ones that are stubborn and can't get blown out. I would say Yeah.... but if no one is looking, who the hell cares. It's not though when your in your car, and happen to glance over at the dude to your left and he is struggling on his nostril to get that sucker out. It's hilarious.....
