The church is not a monolyth: Each diocese is an independent entity.
The Church is "one" spiritually, and in doctrine. But in temporal matters (finance, property, etc.) it is not one - not by a long shot. For example, the pope has no say-so whatsover in the financial affairs of, say, the Diocese of Oakland. The Church is not organized like that.

To be honest they own all of it. As they are Gods church on earth founded by him.
