i got a parking ticket for meter thing, does new york state send you any kind of piece of mail in regards to that nature?thank you so much.

Only if you don't pay it...then they send a letter stating that your driving privileges have been revoked. There should be information on the ticket that lists your options.

No. that's despatched to the registered keeper's handle. because it of course states on the V5: 'The registered keeper of the automobile isn't unavoidably the criminal proprietor'. and 'This rfile isn't info of possession'.
