Agree for very young children... disagree for teens.

After a certain point, the children exhibit enough independence of action and judgment that the parents could not stop them from committing crimes, other than locking the teens up.

I absolutely agree. If the parent instilled the right morals and sense of responsibility then they wouldn't be out damaging property. Besides a 16 year old has no money. If he/she damages property they will never be able to pay for it.

The parent choose to have a kid. Just like if they get a dog and it bits someone, the owner is liable. They may not of had physical control of the dog or child at the time, but they accepted the responsibility when deciding to have a kid or dog. And I'm saying a dog and child are the same.

if the child is under say 15 then yes after that they should no right frim wrong and should be held accountable for their decisions.
