Sure....alot of people will work on upper body one day, do a day of cardio, work the lower body and then another day of cardio.

A good plan would be:
Sunday - off
Monday - upper body strength
Tuesday - cardio
Wednesday - lower body strength
Thursday - cardio
Friday - off
Saturday - cardio/strength combo

yea thats actually fine. You can do them in the same day i think. You jsut need an off day to rest those particular muscles you work that day. My typical work is upper body one day and then lower body and shoulders the next so that you can rest. NEVER OVER WORK YOUR MUSCLES!!! you'll regret it

Yes. If you mean lifting weights and building muscle and then running then yes. You shouldn't work out the same muscles every day (i.e. work out biceps everyday) so it is good to take a resting day and do cardio.

if you mean is it okay to run the day after you have done resistance training on your upper body, then yes.

You should refrain from running on days your legs are sore from a lower body workout the previous day... but that is all you should be concerned with.

If you want chicken legs. You need to have some leg exercises in your workout routine. Squats is #1 for killer thighs.
