he usually just sits around he's pretty well trained
and will come when i call him but he always seems so lazy hes losing weight since he was 2 pounds over weight
but the most fun he gets is barking at the neighbors boxer who usually jus runs back and forth with my dog
other then that i have no idea how to get him to happy

Even though he's trained, you can go for more advanced obedience, or agility. Lots of fun and good exercise for dog and owner.

I feel sorry for that kid. She doesn't have a childhood, and you know she's going to have a lot of issues by the time she reaches adulthood. I seriously doubt her mother will be around to see her graduate. "It makes people happy, and I'm not harming anyone," she says. Look your four year old daughter in the eye and tell her that. Tell her that she is living in a sound home environment that is healthy for a developing child. If you can do that, then you seriously need help. Yes, you're hurting someone. You're hurting the child you gave birth to who 'set you apart' from all the other freaks on the internet. When it takes 30 medical professionals for you to give birth, that's nature and God saying that you shouldn't breed.

Get him checked by the vet to see if there are any health problems. If his health is ok, consider socializing him with other yorkies (meetup groups) and other dogs (dog parks, doggie day care, etc). If he has fun running and barking, try and find a flyball class for him. It's like agility, but there is a lot of barking and runing - very exciting for the dogs and fun for the humans!

Most of the shih tzus I know of are kind of quiet dogs. Try to walk him if he likes that, or take him to the park to run around. If he likes to play with the neighbor's dog, you could see if the neighbor will let them play together. That's good exercise. There are laser pointer toys that are great if he has a prey drive and wants to chase stuff. Even if you can get him to play with you, that's good for him.

Take him/her out for walks and to the park and maybe that will help it move around more and get a little more active.

Getting another dog may help, maybe one from your local pound (not a puppy). He might just be lonley. Also, his diet? what does he eat? Changing his food may help as well.
