You're exactly right. However, it's all about perception. For example: Something that's on sale for $19.99 looks much more appealing than if that same item had it's 7% tax included and said, "Sale $21.39."

OK the real answer is because sales tax varies from state to state and even city to city. It is easier for the stores to mark it as the standard price and have the cash register calculate it per its location. Easier depends on the perspective. Some small shops do mark with tax included, but very few. It doesn't have to be separate as others have stated. The business owner just has to have it documented to prove the right amount was paid by the business itself.

Because sales taxes are added on at the cash register, that's why. When it's added on to the shelf price it's no longer a sales tax but an excise tax or value added tax.

I think it's probably because if they did, you would know exactly how much money you're spending and you wouldn't be as likely to spend as much. If sales tax isn't added in until you check out, it's kind of too late to put items back, so you end up buying them even if you've spent a little more than you expected.

because then they would have to charge sales tax on top of sales tax, and some items are taxable for sales tax, and some aren't. It would be a paperwork nightmare to keep track of.
