My scalp really dries out and flakes. I use head and shoulders but that does not help. I also tried not washing my hair but twice a week and that didn't help much either.

Thoroughly wash and dry your hair with a good shampoo. If necessary, check with your pharmacist. Most people that have this problem don't rinse the shampoo completely out of their hair or use bar soap to wash their hair. Also, hard water makes the situation worse.
Of course, sometimes a person just does not eat a good balanced diet, or has eczema or similar...

My niece has the same condition and tried many home remedies before seeing a dermatologist, who treated her for a condition called Seborrheic Dermatitis. She uses a prescription shampoo now and has seen great improvement as a result! She had it so badly that she had scabs in her head, so my recommendation would be to see a dermatologist if you have insurance. Best of luck!
