Yes: 11.13.09.04. 04 Seat Belt Use Required.. Seat belts, which meet the standards of Regulation .03 of this chapter shall be worn by the driver of the vehicle and all passengers.
Since the truck bed is not equipped with approved seat belts the passengers in the back would be in violation of this section.

I believe that you can only ride in the bed of the truck if their is no seat available in the truck. And the youngest person has to go in the seats available inside the truck, you can't just stick the kids in the truck bed and go for a ride. So if the family is going for a drive, and Dad is driving, Mom has to sit in the bed and as many kids as can have to sit in the truck starting with the youngest child. Also you have to be flat on the bed, not on the tire welds or a chair or anything.

in Ohio as long as the people in the bed are at least 16 and are seated in the bed, not on the edge or the wheel well. also the tailgate should be up

It's legal for any adult to ride in the bed of a pickup, as long as you're not on the highway.
