That little mileage on a car of that vintage is probably more harmful to the vehicle than something closer to normal mileage would be. Unless the car was properly "pickled" for storage there is probably internal rust and corrosion inside the engine and gearbox. The fuel system is probably gunked up beyond belief as well, along with corrosion in the tank and fuel lines.

If you have a 1992 car with only 3600 miles, it means that you have driven an average of 240 miles a year (that equals an average of 20 miles a month.) Would it not be easier and cheaper to rent as needed than to keep up the costs?

I would like to see it.
Although it probably needs a to be looked at... the cambelt probably wore out from corrosion rather than wear and tear...
