See, in PA, and most states, the insurance company "upload" data to the dmv every night, including which cars (by vin number) have insurance, which were cancelled, which were added. So they KNOW that you don't have insurance, they knew that when they pulled you over and ran your plate.
People stopped, with insurance, that can't find the insurance card, do NOT have the problem you had, because when the plate is run, it comes up "insured".
So by producing a "fake document", you're compounding the driving uninsured, with a forgery crime - which WILL get you jail time.
They WILL run your plate, they DO see which dates THAT policy was active, and when it cancelled - and they will know you forged the insurance card.

You REALLY want to screw yourself I see. Yes, they can and will verify the coverage. That will get you arrested on a felony charge of insurance fraud and possibly perverting the course of justice or obstructing justice. I hear that the prisons are much nicer these days than they used to be.
Take the hit for no insurance. It's the least painful way by far.
